Try opening the Favorites window (Window > Favorites) before exporting.

I've been having similar problems also. I have a Mac at home and use a
Windows XP at work. I'm taking a class in one of the computer labs at
school. As part of the work, we regularly export our bookmarks so that we
can either utilize them at home or have them the next class period if we're
on a different computer.
I have been able to easily export bookmarks from the XP computer at work
(and specify only a certain folder of bookmarks to be exported). I've
successfully imported the bookmark file into my Mac IE 5.2.3. However, I'm
having difficulty doing it from the other direction.
When I export from the Mac (which forces me to export ALL favorites--instead
of only selected ones) and then try to import onto the XP, I get an error.
It goes through all of the normal steps, but when it gets to the very last
one, it says that it's an invalid bookmark file.
I can double click on the file itself (without importing) and have it open
like a webpage--I can then click the links. But of course this way, I can't
add bookmarks to the existing ones so that they can then be exported
together again.
I've even tried dropping the file exported from the Mac into the "favorites"
folder on the Windows XP machine. This at least takes it a step further and
shows it in the favorites menu. But it still lists it as a webpage (that I
can't add links to) instead of as individual links in the drop-down menu.
Does anyone have a work-around for this problem? Why will it work from XP
to Mac, but not from Mac back to XP?
Any help or advice would be greatly appreciated.

Are you required to use IE on both machines? Firefox has a few
extensions for keeping your bookmarks online so they can be accessed
from anywhere. If you had FF on both machines, you could use that
extension.
