I feel your pain. I posted a note similar to yours weeks ago.
I had been using IE 5.1.7 without incident for months. Then, overnight, it
begins to tell me that my MS library is corrupt everytime I try to access a
secure site. A complete reinstall of the program didn't help. Even using
some elses preferences library (who didn't have the problem didn't help).
So far no solution. I'm trying to find another browser that works well with
classic OS, with only partial success.

Here is the reply I posted a few days ago. This did work for me... it was
very simple but it worked and my system is up and working again! I'm not
sure if will be the same for your system, but I'll forward it for what it is
worth! Hope it works out:
I just spent my $35 to solve this problem on my computer because I was at my
wits end. Here's what we did...
Close Internet Explorer. Go to your hard drive. Go to your system folder.
Go to Internet preferences and pull it out onto your desktop. Then, restart
Internet explorer and see if it works for you. Mine did! IF SO, you can
dump the old Internet preferences in the trash because a new one will
automatically be created. Remember, by dumping this folder, you may have to
go into your new Preferences file under Edit and reset a few things like
home page, etc.
