This morning, after no troubles of any kind, IE 5.2.3 won't run. The
application tries to start whenever I select the icon, but after a few
seconds, it quits, every time.
Simultaneously, Firefox, my fall-back browser, develops an inability to
download files--attachments, software updates, what have you.
I have added no new software to the computer (iMac G5, OSX 10.3.9) for
weeks. Don't know what else it could be.
Thoughts? Easy fix?

Drag Macintosh HD/Users/<Your
User>/Library/Preferences/com.apple.internetconfig.plist to the Desktop.
Re-launch Internet Explorer and see if it works. If it doesn't work, move
the Internet Preferences file back. If it works properly, you can trash the
Internet Preferences file.
