You have to pay for the service. No longer for free..

Mac Internet Explorer has no special support for Hotmail.
Hotmail has stopped their free DAV support. If you want to use Mac Outlook
Express or Entorage with Hotmail, you can pay them $20/yr.
Or you can suffer with the free account in MacIE or another browser. Or you
can move your e-mail account to Yahoo! or gMail. I think Yahoo! supports
IMAP protocol, which means you can use it with MacOE.
The DAV support was being abused by hundreds of spammers who created many
thousands of free Hotmail accounts every day. Pulling support for DAV for
free accounts was the MS fix. Most WWW companies use other methods to
prevent machines from creating accounts, like the warped text which the
programs find hard to read the text in. MS chose to start charging for the
service.
