If you use OS X 10.0-10.2, first, go to the Apple Menu, and select System
Preferences. Click the "Internet" pane, and then click the "Web" tab. Set
the home page as you want it, and click OK. Quit System Preferences.
In any version, quit all applications, and open Internet Explorer. Go to
Explorer > Preferences, change your homepage, and click OK. Then quit
Internet Explorer to save the preferences.
You might also want to try updating to the latest version of Internet
Explorer (5.2.3):
