Every time I quit Explorer I loose my AutoFill information. And then
the next time I launch Explorer my AutoFill and AutoComplete are blank
again.  Explorer 5.2.3 via OSX 10.2.8
Any help is much appreciated....

This can happen if you browse with other applications open, particularly
internet applications like web browsers and e-mail clients.  Unfortunately I
know of no workaround apart from browsing with all other applications
closed.

See this FAQ on Richard Grieve's site:

Hi !!
I had the similar issue in which I tried the following things

1. Quit Explorer.
2. Go to HD>users>home user>library>preferences, move
com.apple.internetconfig.plist, com.apple.internetpref.plist,
com.apple.internetconect.plist, com.microsoft.explorer.plist and finally the
explorer folder to the desktop.
3. Restart the Mac.
4. Still it brought the old information in the autofill profile, and when I
reenter the new information in the autofill, and then restarted the Mac and
same
problem happened again.
5. Erase everything that the I havein autofill and disable auto complete
and restart.
6. Open explorer, and sill it brought the old information.
7. Create a new user account on the Mac.
8. Open explorer  and this time the autofill profile is empty so I entered
some
information and then restarted the mac.
9. Open explorer, and this time it kept the changes.
10. Mostly what driving that problem is a corruption in the old user account

Auto form filling feature enable a quick registration of Email
accounts, forum accounts or filling-out forms on the web. It
eliminates the redundant input process by storing required data such
as your name, your age , address , email and so on into relevant
fields of the respective registration forms on email or forum
accounts. Besides, it can create a general registration data to store
these repetitive data for future use.
