Internet Explorer freezes on Sys. 9.2

OK Here's another of those problems that just "appears".  
Everything was fine on my Mac (I'm still running 9.2) and
using Outlook Express for e-mail and Internet Explorer
5.1.  All of a sudden when I click on the icon for the
Internet the computer freezes up - NOTHING happens.  The
only way out is to press the reset button.  

I booted from the Norton CD and ran Disk Doctor and Clean
Sweep, hoping to erase whatever problem is causing this -
no help.  I have opened any number of other applications
with no problems AND can even get new e-mails with no
problems.  I have already used another computer to go to
the internet and download IE 5.1 - followed the
installations instructions to the letter (DID THIS 3
TIMES!!!!!- no improvement. The minute I click on the
application icon - it freezes up.

Any thoughts?
