I am considering the purchase of a used computer on eBay.  There are
many G4 computers with lower processor speeds but with tons of RAM
memory and vice versa.  Which is more improtant when judging overall
performance of the computer? Is it worth spending more for increased
processor speed?

I would get the machine with faster processor then you can relatively
cheaply add more ram as required. It is more expensive to replace the
processor.

Another factor in favor of the faster processor machines is they may
have a faster system bus, which gives a further gain in overall system
performance.

Go for speed.  You can always add more RAM very cheaply, whereas a
processor upgrade is considerably more expensive.
