Does OS 10.3.9 have a built in CD burner

Does OS 10.3.9 have a built in CD burner and if so does it only
install if it see an internal apple branded CD or DVD burner already
installed in the computer?
If I use an external burner on either USB or SCSI. Can I use the OS X
burner? Is there a way to get it to be installed after I have already
done the installation of this system (10.3 before I did the update) I
did not have any peripherals connected at the time of the install
(i.e. my external CD-RW burner)?
PS I am on a blue & white G3 with just a CD player inside.

The program you are looking for is "Disk Utility". It will recognize most
CD-burners.

OSX burning software (iTunes, Finder, and Disk Utility) is always
installed.  DVD Player may not be installed if there is no internal
drive that can read DVDs.  VLC should be able to play DVDs from
external drives, but your computer may be too slow.

Tiger and Leopard will handle most burners, but 10.3.9 will need
PatchBurn for non-Apple drives.

How do I burn from the OS 10.3.9 finder? Is there a apple stand alone
application? I don’t see any. I was at a friends house and he was able
to burn a data CD for me from the finder (I think) using OS 10.4.

Set the "CDs & DVDs" system preference to "Open Finder" for blank
discs.  Inserting a blank CD or DVD should then create a blank disc
icon on the desktop.  Drag files and folders to that device, select it,
and click "Burn" in Finder's "File" menu.
