Can PC power adapters be used with Apple laptops?

Replacement PC power adapters are less expensive than apple power
adapters. Will any PC power adapters work with a Titanium Powerbook
G4(17inch, 1.6 ghz).

If it has the right plug - yes.
But I would not do so. You will not have the signal lights about the
current state. The Apple power adapter is also the best adapter I have
seen ever. It has a integrated security switch off, you don't have in
the most PC adapters. I would prefer to buy a used original adapter at
ebay. The 65W (white brick) you need, will cost you 35$ or less.
