Aorport Extreme base station setup

I've got an Airport Extreme base station that will accomodate my dialup
connection, and I want to use it with a couple Windows notebooks.  I
downloaded the setup instructions from Apple, and installed them on one of
the notebooks.  The wireless connection does establish, so the base station
is communicating with the laptop, but I have had no success in getting the
built-in modem to initiate the dialup procedure.

I realize that it's probably something simple, but I'm a simple person.
Probably easily fuddled, too.  Any help would be appreciated.

I no longer have the Windows laptop that I did this with, but I somehow,
found a little Windows utility that would, indeed, control the modem in
my Airport Extreme.
