Problem With USB > Serial Converter Mac OS X 10.4 Intel

What do I have to do to get a USB > Serial converter to work under OS
X? I can plug it in and if I use the device as a modem under network the
activity lights work on the device, however when I attempt to connect to
the device using /dev/tty.devicename or /dev/cu.devicename using a
program it always fails. This is not for a telephone modem, but it is
for connection to radio equipment.  
I have attempted to active and dec active the device in Network
configuration with the same results.
The permissions for the devices are crw-rw-rw- .

I don't know what Serial to USB adapter you are using, but I am using a
Keyspan adapter with Yaesu radio equipment and a Nokia cellphone, it
works perfectly with both Mac OSX (10.4.8) and with a laptop running
Windoze XP home.  Many people have found that when other USB to Serial
adapters do not work, the Keyspan ones work perfectly.  I bought mine at
CompUSA.  

Do you have the latest drivers for your adapter?  You should go to the
manufacturer's  website and download and install the latest drivers.
Often the drivers that ship with the adapter are obsolete and do not
work with the latest version of the OS.  And I hope you didn't make the
mistake of plugging the adapter into the computer before installing the
driver.
