1.) This is the wrong newsgroup for that question.
2.) Apple's Mail makes use of Apple's Address Book.
Apple's Address Book can import a CSV file. See Address Book's online
help command for details. Mail's online help has info on its
communication with Address Book.

I'm not sure why you posted this to a hardware newsgroup, but...
Are you talking about Apple's Mail app (postage stamp icon on your dock)
or the web interface for a .Mac mail account?
If it's the former, you don't import, or enter, addresses at all in
Mail, you do so in Address Book, which is a separate but linked program.
How you do so depends on which Mac OS version you're running. In Tiger,
you use Address Book's Import command to import a text file. In Panther
and earlier, you need to convert the .csv file to vCard format. One way
to do this is:
