Is there any way to tell if a peripheral is USB 1 or 2?

Vendor site or product packaging.

If what you're really asking is whether a device is capable of 480Mbps
or only 12 (or 1.5) I supposed you could plug it into a USB 2 port and
look at System Profiler. Each attached device will have a "speed" entry
on it. So you can prove that something is USB 2, but there's no firm way
to prove that something _isn't_ because it might just be a slow USB 2
device.
