Border formatting broken!

Processor: Intel

If I mark a block of cells and then use the buttons to apply an outside border, not only does it change every individual cell rather than the whole block, it also overwrites the background and any text formatting in each cell too.

For example, I start with this: <http://www.olpin.net/temp/ex1.png>

then click on the button just below the 'H' here: <http://www.olpin.net/temp/ex2.png>

I end up with this:l

Try selecting the same group of cells, set the Border to None, then apply
the Outline Border again. If that doesn't produce better results...

Make sure Office is fully updated (12.1.2) and that you've repaired disk
permissions. If that doesn't make any difference see if the same thing is
happening in all three primary ways a Border can be applied: Format> Cells>
Border, Formatting Toolbar, Borders & Shading group on the Formatting
Palette. Also, does this happen in all workbooks or just a specific
book/sheet? Clarify in detail what you mean by "overwrites...".
