Hallo!

I use version 12.1.1. There is an ability to dock only two toolbars in my Excel: Standard (cannot be undocked) and Formatting...

How to make all other built-in and custom toolbars dockable?

I mean can I have any command bar (built-in or custom), besides Standard and Formatting, to be docked within the top of the workbook window?

Sorry, but No. However, you can add/remove controls on those two bars. Go to
View> Customize Toolbars/Menus. See Excel Help on the subject for more.

I've sent a request to add this feature few times through "Send Feedback..." option in Excel 2008.

However, If you have a connection with developers, would you ask them personally to add this feature in the upcomming Office 2008 update please?

None of here have any connection to the developers. Your feedback is weighed
among all other requests and the implementation decision is based on the
most benefit per available resources expended. If you really want this
feature, you will need to explain how it will make your work easier and what
benefit it can have for others.
