I’ve search for a option that lets me navigate the worksheet using the
directional arrows but I have not found it.  They are set to move the scroll
bars.  Please anyone help me out?

Can't be sure because I don't have a PC keyboard in front of me - this is a
Mac XL group - but I believe you have the Scroll Lock engaged on your
keyboard. Press the Scroll Lock button to turn it off.
