Custom Categories in Ledger Sheets

The help section of excel describes how to add custom categories in ledger sheets. Why am I not able to access the "manage my categories" section of the ledger "pop-up menu". Can anyone else walk me through how to do this?

To be able to manage custom categories you have be on a ledger sheet with
the Category column inserted in the ledger. Once you have the Category
column on the active ledger the Category button in the Ledger Sheet section
of the Formatting Palette activates giving you access to the "Manage My
Categories..." menu item.
