Can Eudora send client certificate?

I'm trying to use Eudora Pro 6.1 to try to send mail through an SMTP
server which uses TLS and requires a client certificate to allow mail
relaying.  Assuming I can generate a certificate that's acceptable to
the server,  can I make Eudora present that certificate when it
establishes an SMTP/TLS session?

Yes, you should be able to.  See pages 28-30 and 368-369 of the manual
for details.  You may not have the manual--it is available on the Eudora
website as a separate download.  It's a big PDF, and well worth having.

I looked at those pages, but couldn't find any info on client
certificates or how to install them.  It seems to be talking about
server certificates ("These certificates are included in SSL and are
usually updated by your ISP, email administrator, or Eudora. Valid
certificates come with Eudora, and more will be provided to you as
needed."),  and doesn't even provide much info about them.

In that case, maybe the Eudora knowledge base will be helpful.  There
were two articles that looked to me like they might provide hints you
could use to solve the problem:

http://www.eudora.com/techsupport/kb/2323hq.html
http://www.eudora.com/techsupport/kb/2492hq.html

I'm not sure that either is exactly what you need, but I think they may
be helpful anyway.

The first one was for the Windows version of Eudora, and the second
was more info about adding server certs so that Eudora will recognize
them; neither had anything to do with making Eudora send a client cert
to the server.
