Yes, that it doesn't happen on my installation. I think maybe you need to toggle a checkbox in the Junk settings, for "Junk mailbox is never marked unread." My box is not checked and the Junk mail box doesn't open and I don't get the new mail announcement if there is no non-junk mail. Try unchecking the box, even though that seems wrong, and see if it fixes the problem.
