In English, "A and B" is the same as "B and A" in many circumstances.
It does not say "Copy then unwrap" which would specify which

But not if you're referring to "Unload and pull trigger" vs "Pull
trigger and unload".

And then there was the time my sister couldn't figure out how to unload
my single-shot .22, so she unloaded by pulling the trigger--with the gun
pointed safely into the floor. Dunno why she didn't take it outside to
unload by firing.
