Did you read William's question?
I'll restate William's question in different words:
1. Create a new event in your calendar in Entourage.
2. Invite a couple people to the event.
3. Click the Availability tab in the event window in Entourage.
Entourage should now show you the availability of all invited people.

Does this work for you?

Go to Tools > Accounts, and double-click to open your Exchange account.
Click the "Advanced" tab. Make sure that the information under "Public
folders settings" is correct, since that is the information that Entourage
uses to connect to the free/busy server. If the default settings aren't
working, try adding /public or /public/ to the end of the server entry.

I can point you to this
<http://entourage.mvps.org/exchange/exchangeatwork.html> but I think
you're already that far.
What happens if you create a new identity (Entourage --> Switch
Identity...) and set up your Exchange account again? Does the
information still not appear? If not, then something is wrong on the
server side.
If you have access to a Windows machine with Outlook and you can connect
to your account, hold the Control key as you also right-click the
Outlook icon near the clock in the System Tray and select the item from
the contextual menu to check the status of your servers. You should see
the correct name of your public folders server there. Is it the same? If
not then try that address.
Hope this helps!

Sorry for the late reply, I was on vacation...
I am a exchange server admin and havent used entourage really,
Information I collected from the user affected:
1) user is able to use OWA without any issues
2) In our network, users have multiple SMTP address, User is able to
see other users availablity by using his @XX.com, but not with
@XXZZ.com for the same user.
3) user is not able to view public folders using entourage.
