Using common Package settings for multiple targets

Although I quite like CW9's Package pane I find it a real nuisance that
all of the targets in my project have to have their own identical set
of package actions.

i.e. My project has a debug, profiling and release target, and in each
of these the output package should have the same set of nibs and icons
and other stuff copied into Resources. (The targets themselves all
build into different application packages).

Although CW8.3's 'Copy to Package' File Mapping option wasn't
especially great, it was easy to include the same stuff in all the
final packages since that was controlled by whether the file was in the
Target or not.

I thought that a workaround would be to do the following, :

? Create an Application Package Target with no code
? Set up the Package panel for this target to copy all the wanted stuff
into the Resources folder
? In the 'real' targets, simply add a Copy folder action which merges
the dummy package's Resources folder into the 'real' Resources folder.

If this were possible, then it would be simple to add new resources to
the project as there is only one Package Panel that needs updating, but
this fails since it is not possible to create an Application Package
target that doesn't have any code. I know that I could just have a stub
application, but that is then piling one workaround on top of another.
I may go that way though since it's not that tricky.

Have I missed something?
