Is it possible to properly develop software within a Panther environment using
CodeWarrior 8.3 or am I forced to upgrade to CodeWarrior 9?

It is possible, but I highly recommend you upgrade to CW 9 for a lot of
reasons. Better Package handling, more reliability, debugging DLLs
better, lets you weak link for the 10.3 stuff and just a host of other
things.
