I just upgraded from 10.2.8 about 5 days ago, so I am still using the
Developer Tools CD. If I need something newer, that was the missing
piece. I'll see if I can find XCode Tools somewhere...

Yes for 10.3 you need the XCode Tools which were called Developers
tools before
for 10.2 In order to debug or rebuild libraries on OS X you also
need to go to the Apple Developers Connection

and download
December 2002 Developers tools for OS X 10.2.x
The versions of gdb that came with OS X CD's have a bug that prevents
them from working with CodeWarrior.
