Looking for a tool to convert .rsrc files to .rc files

I'm working on a cross platform project that uses the Win32 API's. Now I'm
doing almost all the work on the Mac. Now I have come to a point in the
project where I need to make some very simple dialog boxes. This is already
done on the Mac. I was wondering if there is a tool out there to convert
.rsrc file to .rc files.

Also I'm looking for recommendations  on visual tools for creating .rc file.
It appears the Metrowerks does not come with one. :-( I'm using CodeWarrior
8.0

There used to be some GNU tool that converted between .rc and .r files
but the name escapes me (libbin?) and I can't get to the machine that I
imported it to.  IIRC it involved lex.
